Houston ISD Reports Progress in Special Education Class Sizes and Staffing

Houston ISD leaders said most self-contained special education classrooms met goals for size, staff-to-student ratios and grade levels under a new program.

District officials presented the findings during a recent board meeting, describing the effort as a shift toward more consistent oversight of how students with significant needs are placed and supported. According to the district, the program set clear targets for how many students could be assigned to each classroom and how many adults needed to be present.

Leaders said the majority of self-contained classrooms now fall within those targets. They also said grade-level groupings have improved, meaning students are more often placed with peers in similar age ranges rather than being combined across wide spans of grade levels.

The district acknowledged that some campuses still face challenges, particularly where enrollment shifts or staffing shortages make it harder to maintain the desired ratios. Officials said they are monitoring those sites and adjusting staffing where possible.

Advocates for families of students in special education have long raised concerns about crowded classrooms and inconsistent support. District leaders said the new approach is meant to address those concerns with measurable standards and regular reporting. They added that further updates will be shared as the program continues through the school year.
