France is facing a growing conflict between generations as the cost of its pension system pushes the national debt higher and forces cuts in other areas, especially education. The fiscal pressure caused largely by France's very generous government pension plan has led to cutbacks in other spending, notably on education. This shift has sparked anger among younger people, who say they are paying for benefits that mostly go to older citizens.
The pension system is one of the most expensive in Europe. As the population ages, the number of retirees grows while the number of workers paying into the system does not keep pace. To cover the shortfall, the government has borrowed heavily, adding to a debt load that already worries financial markets. At the same time, budgets for schools and universities have been squeezed. Class sizes have grown, programs have been reduced, and hiring has slowed.
Student groups have responded with protests in several cities. They argue that cutting education to protect pensions is a choice that harms the future while protecting the past. Older workers and retirees, meanwhile, say they earned their benefits through decades of work and that any reduction would leave many of them in poverty.
Economists describe the situation as a fantasy economics problem. The country wants to keep generous pensions, low taxes for many workers, and strong public services all at once. Something has to give. So far, the government has avoided deep changes to pensions, but the pressure keeps building. Without a new balance between generations, the dispute is likely to grow sharper in the coming years.
